You know I really hate to keep harping on the NCUA, but the Agency keeps coming up with some tremendous surprises which seem to be designed to purposefully provoke credit unions.

"[Footnote 29] NCUA has two other legislative priorities. First,.... The second priority would permit NCUA to charge risk-based premiums for the Share Insurance Fund much like the Federal Deposit Insurance Corporation charges for the Deposit Insurance Fund. Risk-based premiums would lessen the funding burden on small credit unions, which generally pose less risk to the Share Insurance Fund."

3. Has your trade association been invited to discuss these higher premium charges with the NCUA?

4. Has the full NCUA Board been made aware of this proposed additional NCUSIF premium charge. Are they for it?

5. Wouldn't an additional risk-based insurance premium - of any amount - layered on top of your current 1% NCUSIF deposit, cost your credit union - all credit unions - more money?

I do believe that NCUA should go to risk-based premiums. The current system charges all credit unions the same regardless of risk.
However, NCUA should disclose how it would go about developing this risk-based system.
