Changing a light bulb is beyond the capabilities of NCUA. I suspect screwing up the FCUA only takes two.
You can tell McWaters is new to this game because he thinks NCUA's resources are limited.
The Corporate CU collapse and bailout proved NCUA can assess and spend billions, and NOT ONE PERSON at NCUA be held accountable.
